Technology Enabled Learning. Symposium.

Abstract: This document contains three papers on technology-enabled learning and human resource development. Among results found in "Current State of Technology-enabled Learning Programs in Select Federal Government Organizations: a Case Study of Ten Organizations" (Letitia A. Combs) are the following: the dominant delivery method is traditional instructor-led classroom learning; workforce size and distribution demands that technology-enabled media be incorporated into learning programs; and lack of organizational focus and budgeting results in piecemeal acquisition and implementation. "Technology-Based Training: A Review of the Theory and Literature" (Chemin Chu) presents an overview of technology-based training (TBT), including its underlying theories and contributions, as well as utilization recommendations for human resource professionals. "Recurrent Themes in E-learning: A Meta-Analysis of Major E-Learning Reports" (Consuelo L. Wright, Pedro A Willging, Tim L. Wentling) presents the meta-analyses of several reports written by government, business, and professional organizations about online learning. Among the revelations of the content analysis were the following: information transmission is the main purpose of e-learning; common features were immediacy of access, convenience and learner diversity; and the most common themes were lifelong learning, desire for computer literacy and skill, and response to globalization. The second and third papers contain substantial bibliographies. (AJ)
